Yes. Venue search covers places across Korea, so you can save cafés in Seoul, Busan, or anywhere else in the country. Venue names come from Korean map data, so many appear in Korean, and you can change the name when you complete the place record.
Can other people see my scores?
Not unless you choose. New places are private by default, and you set each one to private, followers, link, or public. Only public places can appear in search results.
Do I need to install an app?
No. Plali runs in the browser at plali.app/my, so you can use it on the same laptop you work from. Your places stay in your account when you move to the next city.
